Brief Biography

Qualifications and Professional Experience

Ms. Pang is a Registered Nurse with more than 15 years of experience in Intensive Care Unit. She was seconded to Hospital Planning to assist the commissioning team in the development phase of KK Women’s and Children’s Hospital (KKH) and subsequently took on a headship of Deputy Director of Nursing Division where she oversaw the Nursing Education and Training, Budgeting and Manpower Planning.

Ms. Pang has strong interest in patient safety, quality care and risk management, she led Nursing Quality for a year, after which she took the role of Director, Quality Safety and Risk Management where she leads and guides numerous hospital quality, safety and risk management programs and projects to support the development and maintenance of a strong culture of safety and continuous improvement.

Apart from overseeing to operational performance in respect to clinical quality and safety, she supports hospital in the creation of clinical and zero harm indicators dashboard to facilitate tracking and monitoring. She is instrumental in mapping and initiation of Patient Safety, Quality and Risk Management Strategies, Measures, Work Plans and Activities including launched the Safety and Reliability, Target Zero Harm Framework, Speak-up for Safety and Promote Professional Accountability Program to address unprofessional behaviour towards speaking up for safety.    

Ms. Pang is a qualified Risk Manager, she attained her certification from Asia Risk Management Institute (ARiMI) and has Professional Diploma in Enterprise Risk Planning and Management from National University of Singapore. She initiated the Enterprise Risk Management (ERM) programme in KKH and has helped the hospital to attained leadership maturity level in ERM within 2 years of establishment. She currently appointed as Chief Risk Officer of KKH.

Ms Pang had served as a Consultant to the National Improvement Unit in Ministry of Health (MOH). She is the Head of Secretariat, Health Performance Office which provide support to the National Standards of Healthcare (NSHC) and oversees to the coordination of performance data as required by MOH under the Public Sector Scorecard and Service and monitors clinical outcomes of quality improvement activities designed to ensure the delivery of improved patient outcomes and reduced occasions of harm. 

Ms Pang has been actively involved in numerous cluster’s and hospital’s committees, namely Program Director, Patient Safety and Risk Management Network, Chair the KKH Medical Infusion Device Evaluation, co-chairs the Patient Safety and Risk Council, and serves as members of KKH’s Senior Leadership and Management Group, Medical Board, Hospital Quality and Patient Safety Standards, Patient Experience Council, Staff Wellness 360, Value-driven Care Workgroup, Medication Safety both national, cluster and institutional level, Hospital Infection Control, Disease Outbreak Taskforce, International Standards Organization & Occupational, Health and Safety and Business Continuity Plan and Management (BCPM). With more than 15 years’ experience, Ms Pang led team in Hospital Licensing, supported hospital in Joint Commission International (JCI) and internal accreditations. She is also a Hospital Quality and Patient Safety Standards Chapter leads, and a trained JCI Advanced Tracer and Australian Council for Healthcare Standards International (ACSH) Surveyor. 

International Level

Ms. Pang served as International Editorial Advisory Board – Editor Pediatric Intensive Care Nursing – Journal of the International Pediatric Intensive Care Nursing Association, Board of Directors World Federation Pediatric Intensive and Critical Care Societies (WFPICCS) from 2007 -2014 and International Advisory Board Member and Secretary: Neonatal and Paediatric Intensive Care Foundation (NPIC FOUNDATION) 2016 to date. She was part of the founding members and Board of Directors for Asia Pacific Pediatric Nursing Association from 2009-2012.

Ms Pang is also actively involved with international quality programmes such as WHO Global Action for Leaders and Leading Organisation on Patient Safety (GALLOPS) Programme October 2021- Build a Reliability Health System and Health Organizaiton – Towards Eliminating Avoidable Harm in Health Care; co-led for Temasek Foundation International (TFI) & SingHealth – Myanmar Quality Management & Patient Safety Programme from 2019 to 2021 to help Myanmar healthcare professionals in all major Myanmar hospitals tackle the critical challenge of improving health care quality in their country.

Ms. Pang is also participated in the Patient Safety and Quality in TFI – SingHealth Healthcare Leadership and Clinical Governance Programme working on a 3-years program with a consortium of Malaysian public universities and the Ministry of Education to enhance the leadership management capability and healthcare service quality in Malaysia. She served as Program Lead SIF-KKH-MCH (Tamil Nadu) India-Conduct Quality and Safety Management Training to Hospital Leaders, Clinicians and Nursing Leaders in Chennai and Trichy – July 2015 -2017; SIF Pediatric Emergency Care Project, Bandung, Indonesia, 2015; KKH-Temasek – Myanmar (Yangon and Mandalay)– Trainers Program – Paeds Emergency, June 2013 and Feb 2015; SIF-KKH-MCH (Laos) Train-the-Trainers Program – Paeds Emergency 2009 -2012; SIF-KKH-NPH (Cambodia) Train- the-Trainers Program for Emergency Care 2002- 2008.

Ms Pang also joined and involved in several pro-bono projects, served as lead trainer/faculty member for Training Collaboration with Regional Hospitals in Cambodia, Vietnam, China and Mauritius under the Medical Service International and others from 2002 to 2012. 

Teaching Appointments and Awards

Ms Pang is also a passionate educator and served as Adjunct Senior Lecturer in Alice Lee Centre for Nursing Studies, Yong Yoo-Lin School of Medicine, National University Singapore from 2011 to 2015, during which she co-convened the Quality and Safety Module which is now part of the training curriculum for final year nursing students. She is the Faculty Member of Singapore Healthcare Improvement Network (SHINe), a collaborative with Institute for Healthcare Improvement (IHI) and Ministry of Health, working on Large Scale Initiatives aiming a reducing harm. At the cluster level, she co-convened the Cluster TeamSpeak and TeamChoice Training Programmes, and she is also a regular teaching faculty for Institute for Patient Safety and Quality Quality Improvement. Root Cause Analysis and TeamSTEPPS workshops. 

Ms Pang received President Nurse Award in 2003, highest accolade attainment for her exemplary contributions to nursing and community, and National Day Efficiency Medal in 2002 and National Day Commendation Award in 2015, At Cluster level, she was awarded GCEO Outstanding Administrative Staff -2014, SingHealth Service Quality – Outstanding Silver – 2019 and SingHealth Golden Apple Generativity Award for Educator- 2021. At the regional level, she won multiple Asian Hospital Management Awards namely Excellence Awardees, 2007– Project on Children’s Emergency Admission Wait Time; Excellence in Customer Service Category: in 2008 Excellence in Human Resource Development Category for Project on A-4 Year KKH-SIF-NPH Training Collaboration; Outstanding Awardees, 2012 – Enhance Compliance with Pre-operative verification, Site Marking and Time-Out through Process Re-engineering for Patient Safety; Excellence in Human Resource Development Category; Excellence Awardee, 2017 for project on Physician Leadership in Patient Safety; Excellence Awardees, 2017 for project on Small Idea, Big Improvement; Excellence Awardees, 2018 for Project on Every Voice Matters, Speak Up for Safety and Make it Safe to Speak; Excellence Awardees, 2019, Hanoi – Promote Safe and Accountable Culture- Getting to Zero and Outstanding Oral Paper for KKH-TF Health Care Specialists, Pediatric Emergency Care Train-the-trainer Program in Myanmar awarded by PEDICON & APCPN, Hyderabad, India, 2016.

She also won numerous top awards consecutively in Singapore Healthcare Management Congress (SHMC), for Risk Management such as SHMC 2017 -Strategic Road Map to Safety and Reliability Journey- SHMC 2016 – Taking ERM to the Next Level; SHMC 2015 – Human Factors in Error Prevention; SHMC 2014 for project on Building a Reliable Culture for a Sustainable Outcome, SHMC 2013 for project on Establishment of Enterprise Risk Management in KKH; Strategic Decisions and Risk Management Program- Risk Management Category First Prize; and Asia-Pacific Risk Management Award 2017 – Enterprise Risk Management Programme of the Year – Finalist.
